CSS and JavaScript file caching

Along the same lines as page caching that already exists in the platform, all external CSS and JavaScript files are combined into single files, compressed, and cached on the web server. All of these actions result in even faster page load times. It may not seem like it, but it could potentially shave seconds off the load time.
